Heat is a transfer of energy through a building (you can’t own it).

The problem is that short term costs (building) trump long term operations costs (the heating).

Buildings could be a new heat source (or heat network, etc.)

We can have ambitious plans (to expand), but they are almost always constrained by affordability (initial budget).

These issues happen at both the micro scale and the macro scale (area scale and city scale).

How could the technology and business cases work with the background of uncertainty, especially now with an unpredictable future?
