In July 2025, we submitted a response to the HM Treasury’s Consultation on reform of Landfill Tax.
This response was shaped by volunteers to our Chartered Environmentalist led Soils and Stones project.
If HM Treasury progresses as currently proposed by the Consultation, without appropriate, prior or aligned regulatory reform, we may see significant unintended consequences. These include: •An increase in waste crime; •Regressive outcomes for soil reuse; •Constraints on virgin mineral supply; and •Associated programme and cost implications to all types of development.

Our response is shaped by the three overarching aims of the SocEnv Soils & Stones project:

(Aim 2) shape and share good practice for consistent approach.
(Aim 3) forge connections that would facilitate collaborative outcomes.
