SocEnv consultation response - Proposed reforms to the National Planning Policy Framework and other changes to the planning system

In September 2024, we submitted a response to the MHCLG consultation on: Proposed reforms to the National Planning Policy Framework and other changes to the planning system. This response was shaped by volunteers to our Chartered Environmentalist led Soils and Stones project.

A Building Under Construction

Conserving and enhancing soil health should be a requirement of all planned development. In our response, we outline how this approach could be reflected in reforms to the NPPF and other changes to the planning system.

From the SocEnv response

The response focuses on the questions most relevant to our expertise and activity, relating to:

  • Effective cooperation on cross boundary and strategic planning matters.
  • Defining and managing Grey Belt land.
  • The role of peat soils in carbon sequestration.
  • Actions that can be taken through planning to address climate change.

Among other asks, our response calls for the safe use, reuse, and redevelopment of brownfield land and a national policy on construction soil management.
