The webinar will introduce the progress in developing Low Emission Zone (LEZ) legislation in Scotland via the Transport (Scotland) Bill. The Scottish Government has committed to introducing four LEZs in Scotland’s four largest cities by 2020. As such, primary and secondary legislation – in tandem with guidance - is required to enable low emission zones to be created. A low emission zone scheme is a scheme where individuals driving vehicles which fail to meet specified emission standards will be prohibited from driving those vehicles in the LEZ area. Where a person breaches this rule, a penalty charge will be payable unless the vehicle is either exempt or is not included in the scheme scope.
This webinar will focus particularly on the current development of the Regulations and Guidance – which will be developed further during Spring and Summer 2019 - which are key to providing the detail around topics such as penalties, exemptions, emission standards and LEZ scheme design.
